Responsible for multiple technical aspects of one or more application project environments. Serves as a primary contact for a system, with knowledge of all levels including application, operating system and hardware configuration. Performs all levels of technical tasks related to the development and support of application environments. Performs technical project management and coordination of technical staff activities on assigned product line(s).
Performs duties to support the goals and objectives of Geisinger Health Plan in its efforts to provide quality patient care and patient satisfaction.
Directly reports to the Program Director.
MAJOR DUTIES AND RESPONSIBILITIES:
*1. Provides application analysis, design and development coding on assigned systems. Requires advanced knowledge of programming languages to support environment, e.g. system command language, Fortran, Pascal, 'C', and/or others.
*2. Maintains overall system environment including monitoring and tuning of performance and capacity.
*3. Coordinates work with vendor and internal Operations group on hardware troubleshooting and component replacements.
*4. Provides general support and troubleshooting on assigned applications, operating system and network communications for the system.
*5. Provides support for all software utilities as needed within assigned system environments.
*6. Provides technical oversight and support for setup and implementation of interfaces between the assigned systems and required peripheral instruments, monitors, or other information system platforms.
*7. Trains other technical staff by on-the-job direction and guidance.
*8. Keeps current on new technology developments in hardware, software and techniques of the industry.
*9. Prepares project plans and estimates as necessary.
*10. Establishes conversion procedures and implements conversions and upgrades at application and operating system level when required.
*11. Evaluates software packages related to assigned duties and makes recommendations to management pertaining to acquisition and use.
*12. Assists with disaster recovery preparedness and testing of applicable technology.
13. Works with management on budgets for area of responsibility.
*14. Provides direct leadership on multiple technology platforms to other members of the Systems Support staff and the organization in general.
*15. Provides direct supervision for associate and intermediate team members.
16. Performs other duties as required or assigned.

COMPETENCIES AND SKILLS:
Demonstrates ability to work in a team environment and provide leadership to other technical personnel.
Demonstrates knowledge of operating systems, networking, applications software, and I.S. infrastructures
EDUCATION AND EXPERIENCE:
Bachelor's degree in Computer Science required.
Minimum seven years work experience in technical programming in a systems environment required.
Minimum two years experience providing overall support for specific application platform and minimum one-year experience in developing and implementing data interfaces required.
