The Tribal Coordination Senior Manager works within the Banner University Health Plan, Complete Care Program and reports to the Complete Care Administrator. The Tribal Coordinator acts as the liaison with tribal nations and tribal providers, promoting culturally appropriate services and programs to improve the health of American Indian members. He or she will develop collaborative relationships with IHS, Tribes, Tribal Organizations, Urban Indian Organizations (I/T/U) serving tribes in the Central and Southern Geographic Service Area. The Tribal Coordinator will track identified trends related to American Indian members, including but not limited to quality of care, access, timeliness, and availability of services.
Facilitate coordination of care to include face to face meeting with children in residential facilities located off tribal lands, ensuring the child has communication with the tribal community.
Communicate and collaborate with the tribal, county and state service delivery and legal systems and with the IHS and 638 Tribal Facilities to coordinate the involuntary commitment process for American Indian members.
Develop collaborative relationships with IHS, Tribes, Tribal Organizations, Urban Indian Organizations, TRBHAs serving tribes in the Central and Southern Geographic Service Areas for the purposes of care coordination and collaborative identification of innovative solutions to community population health problems. This will include participating in and facilitating meetings and sharing member data. Collaborative efforts will also focus on the provision of mobile behavioral health and physical health services when necessary and appropriate.
Collaborate with AHCCCS and IHS and 638 Tribal Facilities to improve communication through the utilization of health information exchange in order to improve coordination of care and health outcomes for American Indian members.
Attend and participate in all Tribal Consultation Meetings and collaborate with AHCCCS to implement changes recommended by the AHCCCS Tribal Consultation meetings, including development of a Tribal Coordination Report.
Assist in developing and providing in-service trainings for Indian health facilities, Indian Health Service, Tribally operated facility/program, and Urban Indian Health Program clinic (I/T/U) on utilization of services and behavioral health resources available to American Indian Communities located within the GSAs in Greater Arizona.
Assist with collaborating with tribes to build and/or utilize existing technological infrastructure, so that both telemedicine and telepsychiatry can occur on tribal lands which may include partnership with University of Arizona, Northern Arizona University, Arizona State University or other educational entities with community investment dollars that provide telemedicine.
Knowledge, skills and abilities as normally obtained through the completion of a Bachelors degree in social service, healthcare administration, social work, cultural studies, or a related field.
Located in Arizona. Strong knowledge and understanding of IHS, 638 Tribal Facilities, Tribal Organizations, Urban Indian Organizations, and respective governing policies, procedures, rules, and legislation. Experience complying with Federal and State laws, rules and regulations for tribal affairs, Medicaid and/or Medicare. At least 3 years of experience working collaboratively with one or more of the aforementioned bodies to collectively improve health outcomes for American Indians. Knowledge of existing community advocacy groups and ability to collaborate with multiple system stakeholders. Experience interfacing with stakeholders and establishing relationships with relevant stakeholders, such as Arizona tribal leadership. At least 2-3 years in a supervisory/management level job leading a department in these activities (or other comparable leadership experience). Excellent interpersonal skills and exceptional organizational abilities. Must be able to communicate effectively with others by speaking, reading and writing. Relies on extensive experience and judgment to plan and accomplish goals.
5+ years of experience working collaboratively to improve health outcomes for American Indians. Masters degree in healthcare administration or a related field.
Additional related education and/or experience preferred.
