Position Summary: The Director of Government Programs assists the Baylor Scott & White Health (BSWH) Value-Based Care leadership team in developing, monitoring and leading strategic government programs critical to organizational sustainability and growth. The Director collaborates closely with leadership, provides objective analysis, and facilitates essential programs, processes and projects to achieve system strategic goals within Value-Based Care and the associated government programs.
This position will be highly visible throughout the organization and will direct programs of considerable value and importance to Baylor Scott & White Health.
Duties and Responsibilities: - Actively directs mission-critical programs, providing effective management and strong leadership - Casts vision, creates comprehensive plans, builds teams, manages simultaneous tasks, leads assigned personnel, monitors progress, communicates with stakeholders, provides updates to leadership, and assigns resources for the successful execution of high value strategies - Communicates across BSWH at various levels of the organization to facilitate open dialogue then action plans effectively for implementation of new business platforms and for improvement of existing models; remains flexible for diverse duties in a changing healthcare environment - Provides clear guidance, boundaries and scope of work for teams supporting programs/projects - Leads and supervises direct reports, to include assigned project managers - Influences and guides personnel from other departments assigned to support team efforts - Collaborates across regions and departments, to include LEAN, IT, Operations, etc., drives - and leads improvement initiatives for large scale, complex business platforms, effectively engaging staff at all levels in potentially unsettled environments (for example: Primary Care Redesign) - Drives creation and documentation of new processes for BSWH Value-Based Care initiative - Uses analysis and a variety of internal and external resources to develop reports and presentations, often delivering updates to leadership, Steering Committees, Board of Directors, Board of Trustees, and other governing bodies - Monitors and analyzes innovative healthcare trends, recommending best practice tools Facilitates and manages assigned strategic partnerships - Maintains professional growth and development through seminars, workshops, and professional affiliations to keep abreast of latest developments in the healthcare industry - With an attitude of service, performs other position appropriate duties as required in a competent, professional and courteous manner
Knowledge, Skills, and Abilities: - Subject matter expertise with government-focused Alternative Payment Models such as: - Medicare Shared Savings Program (MSSP) - Bundled Payment for Care Improvement Advanced (BPCI-A) - Medicare Direct Contracting (DC) - Health plan experience, particularly with Medicare Advantage or Medicaid products is preferred - Experience understanding the Medicare Access and CHIP Reauthorization Act and the Quality Payment Program. - Experience in developing and implementing strategic and operational plans within an integrated healthcare organization - Preferred to have 5 years or more experience in planning, operations, or a related discipline - Creative thinker with well-rounded experience to include working knowledge of Healthcare IT, process improvement, clinic operations and workflow, human resource policies and procedures, compensation plans, continuum of care, ACO, leader development, teambuilding, coaching, communication, driving staff engagement, etc. - Significant leadership and program/project management experience - Experience in building and leading effective teams, creating and improving business process, cultivating positive workplace culture, and driving operations to success - Experience in directly leading and supervising personnel, including hiring, developing, training, motivating, directing, delegating, and evaluating - Experience in indirect management of team members, including assisting in the development, training and assignment of work/projects to other team members - Well-trained communicator, effective in both oral and written form at all levels of the organization - Active listener, collaborator, and problem solver who engages others easily, builds trust and rapport quickly, displays humility, and is comfortable in any setting with diverse groups - Servant leader that displays moral courage and integrity at all times - Must be proficient in Microsoft Office (Excel, PowerPoint, Word)
Minimum Requirements: - Bachelors Degree - 5+ years of experience
